2010 Legislative Accomplishments
Creating Jobs
I worked to make Oregon an attractive place to open and grow small businesses - the backbone of our economy and the engine of our recovery. That's why I supported:
- Working aggressively with state agencies and local governments so that our efforts to create jobs in health care, transportation and infrastructure, and affordable housing construction are moving forward quickly, efficiently, and putting people back to work.
- Investing in local communities and create more jobs by allowing the State of Oregon to take advantage of Build America Bonds
- Funding an ODOT project that will create the equivalent of 466 jobs per year for the 18-month duration of the project and 260 secondary jobs elsewhere in the Oregon economy. Funding a project at University of Oregon's East Campus that will sustain the equivalent of 126 construction jobs throughout the 22-month duration of the project, with peak on-site employment of approximately 300 workers.
Helping Struggling Families
I worked to make a real difference in the lives of everyday Oregonians, especially families who are struggling during these difficult economic times. That's why I supported:
- Extending unemployment benefits for nearly 19,000 Oregonians whose benefits have run out or will soon expire - because too many Oregonians are unemployed and struggling to find jobs. Unemployment benefits will run out for 12,000 over the next few months, and about 1,000 unemployed workers will lose their benefits each additional week.
- Providing tax relief for owners of low-value mobile homes by allowing counties with populations of over 340,000 to cancel the tax assessment on manufactured structures with assessed values of less than $15,000. This bill would affect Multnomah, Clackamas, Washington, and Lane Counties.
- Prohibiting insurers from discriminating against victims of sexual violence by treating that victimization as a preexisting condition - because one significant reason that sexual assault victims do not seek medical care is the fear that the insurer will use the victimization to deny coverage in the future.
Investing in the Future
I worked to invest in alternative energy technologies to make Oregon a center of the growing clean industry while creating high-skill, high-wage jobs. That's why I supported:
- Providing growth potential for low-impact hydropower facilities. Smaller scale hydropower systems can be installed in small rivers or streams with little or no discernible environmental effects. Supporting this form of green energy will create important new jobs in Oregon communities.
- Allowing facilities that generate electricity by using biomass to comply with Oregon's Renewable Portfolio Standard - because we can create jobs by taking advantage of new technologies and biomass from our forests.
- Protecting clean energy job creation, improve the efficiency and contain rapidly expanding costs for the Business Energy Tax Credits (BETC). The measure recovers much of the cost increases of recent years and puts in place significant new standards related to job creation, accountability, and greater transparency.
- Making sure public works involving construction or installation of solar energy systems pay the prevailing rate of wage - because we must make sure jobs in clean technology pay a good wage.
